I suspect when the drive is plugged in either the Autoplay or the USB drive manager in the system tray associates itself with the drive in memory then when I try to format the drive Windows will not because either the Autoplay or USB drive manager has it in memory. To test my theory I disabled the Autoplay and it doesn't seem to do it as much but I do not have any way to turn off the USB drive manager because it is required to use the USB device in Windows.
